Pasalic, 20, volleyed home Lacina Traore's knock-down in the 36th-minute to hand Angers a second league defeat.
Rony Lopes side-footed wide a simple chance to add a second for Monaco, who are now unbeaten in eight games.
Angers, in the top flight for the first time in 21 years, almost earned a late point but Cheikh Ndoye headed wide.
Earlier, sixth-placed Nice were held to a 0-0 draw at home by struggling Lille .
In the evening kick-off, Georges N'Koudou scored against his former club to give Marseille a 1-0 win at Nantes .
